Woman Struck in Silver Spring Hit-and-Run

    Gov. David Paterson signed a bill this morning that bans authorities from compiling the names and addresses of the hundreds of thousands of innocent people who are detained by police each year in stop-and-frisks but are not arrested.

    Montgomery County Police Department investigators are looking for a driver who struck a 24-year-old woman and fled the scene.

    The victim was walking north along Carroll Avenue near 11th Avenue in Silver Spring when a small vehicle, traveling the same direction as the victim, struck her. The collision took place at the 8700 block of Carroll Avenue at 8:15 p.m. on Saturday.

    The victim was transported to a local trauma center and is in very serious condition.

    The vehicle -- a dark-colored passenger car, possibly a Honda -- may have taken damage to its right headlight, the right side of its hood, and the right side of its windshiled. Its right-side exterior mirror was left at the scene.

    Montgomery County Police Collission Reconstruction Unit investigators are examining video from the scene and interviewing witnesses.
