Witness Leads to Arrest in 16-Year-Old Cold Case

Police in the District say they've made a break through in a 16-year-old murder case.

LeCedric Gaino was killed in Northwest D.C. in June 1993. But police weren't able to make an arrest in the case until this week. Members of the District's cold case squad charged 35-year-old Jobe Toby with first degree murder Wednesday after a witness came forward with enough information for police to obtain an arrest warrant.

The development comes as police say witness intimidation is on the rise and is interfering with a range of investigations. Sargent James Young, of the Metropolitan Police Department, is using the case as an opportunity to talk about witness cooperation.

"Advances in forensic sciences are wonderful," Young says, "But I cannot overemphasize the importance of witnesses working with police officers and prosecutors to bring criminals to court."
