Video of D.C. Police Restraining 18-Year-Old Sparks Protest

Protesters blocked traffic on Capitol Hill on Tuesday, a day after video was published online showing D.C. police forcibly detain an 18-year-old man on a sidewalk nearby.

Demonstrators carried signs that said "Black Lives Matter" and "Shame on MPD" Tuesday afternoon close to where officers struggled on Monday with a man in front of the Citibank on the 600 block of Pennsylvania Avenue SE.

A 30-second cellphone video clip posted on social media with the hashtag #JusticeforJason shows a young man face down on the sidewalk scream as two officers try to handcuff him. "I'm not resisting," he says. The officers appear white and the detainee appears black.

D.C. police said Tuesday the officers were responding to a call about three suspicious people near an ATM. When police arrived on the scene, one man ran, was chased and then resisted arrest, a statement said. No one was arrested or charged.

A Twitter user who posted the video wrote "today ... we're harassed and assaulted 'because someone felt uncomfortable around us' in a bank."

Police said they are investigating the incident.
