Montgomery County Police charged a man with eight counts of indecent exposure to women and girls, some of them as young as 13.
Since March 4, police had been investigating reports of a man driving in a minivan in the county, who, witnesses said, made sexual comments to women and girls as he drove by.
Officers said the man sometimes got out of the minivan, exposed himself and made lewd gestures.
Police said they received two 911 calls for reported indecent exposure Wednesday and arrested a man.
Kevin Thomas McHale, 27, of Rockville, has been charged with eight counts of indecent exposure.
