Report: Police plan to charge Jamal Clemons with homicide

A Richmond man has been arraigned on abduction and robbery charges after stealing an SUV with a two-year-old child in the backseat on Christmas Eve.

Police arrested 27-year-old Jamal Clemons Monday afternoon and he was arraigned via video conference Tuesday. He has been charged with abduction, three counts of robbery, three counts of robbery with a firearm, and use of a firearm in the commission of a felony by a convicted felon.

Investigators are also planning to charge Clemons with homicide in the killings of Eddie Lee Bowmer and Robin Clapp. Clemons allegedly shot both Bowmer and Clapp in Bowmer's house on Saturday afternoon before making his getaway in an SUV that was parked and running outside. At the time of the getaway, 2-year-old Kaiden Burnside was sitting in the backseat.

The child was found in the backseat of the abandoned car late Saturday night in Sir Moses Montefiore Cemetery, about a mile from the scene of the shootings.

WWBT-TV has reported that Clemons had been released from the Pamunkey Regional Jail the day before his crime spree. According to the Associated Press, police records indicate that Clemons has been convicted multiple times on drug, identity theft, and assault charges.
