Preparing For Mass Victim Situations in DC-Area

After a man opened fire on concertgoers in Las Vegas, Nevada, killing dozens and injuring hundreds, D.C.-area officials reminded the public of how to stay safe and what to expect if a similar tragic incident ever occurs in the region.

They suggested people should be aware of their surroundings during public events or in public places. The Department of Homeland Security recommended people should find at least two nearby exits, but if caught in a scary situation, remain calm.

People have three options: Run, hide or fight, according to DHS.

If people find themselves in a dangerous situation, they should immediately try to get away and go to a safe place. Avoid the scene, take cover and lock any doors, if possible, Montgomery County Fire and Rescue Capt. Bill Phelps said.

DHS said people should not worry about personal items, and if they have an escape route, they should leave, even if other people stay. Keep hands visible so police know there are no weapons, and do not attempt to move wounded people.

DHS said if running is not an option, then people should hide. Barricade the door, if possible, silence all phones, and remain quiet, officials said.

Fight only if in immediate danger, officials said. Never approach an active shooter, and only confront them as a last resort, officials said. Act aggressively toward the shooter by yelling, throwing items or improvising weapons, officials said, and be prepared to commit to these actions.

When law enforcement arrives, be prepared to see teams of four patrolling in bulletproof vests, helmets while carrying rifles, shotguns and handguns, officials said. Put down anything being held, keep hands visible and remain calm.

Leave the area toward where the officers came from, officials said.

Governments from Maryland, Virginia and D.C. have coordinated plans to confront any large-scale attacks, which they practice through simulations. After police clear the immediate threat, fire and EMS will triage any wounded people on the scene.
