A woman accused of abandoning a 10-month-old child in a stroller along a busy District of Columbia street was under the influence of the synthetic drug K-2, according to police.
Latonya Cooper, 24, was charged with second-degree cruelty to a child after she left the baby in a stroller in front of the National Law Enforcement Officers Memorial on E Street northwest shortly after noon Tuesday, police said.
The baby was taken to a hospital and is in good health, authorities said.
A woman who saw the baby unattended for about 10-15 minutes flagged down a nearby U.S. marshal. A man told the marshal he saw a woman leave the stroller, staggering erratically.
The marshal later found Cooper two blocks away, leaning against a wall and appearing lethargic and confused, according to court documents.
Police spokesman Officer Paul Metcalf says Cooper's relationship to the baby is unknown.
