A Winchester, Va., woman is behind bars after police say her young children were found playing in the street alone and soaking wet.
Officers were called to the 100 block of East Pall Mall around 1:30 p.m. Thursday, where they found a 1-year-old boy and a 3-year-old girl. Police say the boy was wearing a diaper, a t-shirt and no shoes while the girl had on shorts, a t-shirt and slippers.
An officer recognized one of the children from a previous incident and knew where their mother lived.
Michelle Draper, 26, was charged with two counts of child neglect.
She is being held without bond.
