Police Identify Alleged Bethesda Gunman

A man seen with a high-powered rifle in Bethesda, Md., has been apprehended in Pennsylvania, according to police.

Montgomery County police said officers went to the Avalon at Rock Spring apartment complex in the 6000 block of Rock Forest Drive at about 7:15 a.m.Tuesday for a report of a man with a gun.

A neighbor told News4 that a woman was banging on doors in the complex saying that someone was trying to shoot her.

The woman had been leaving for work and was going to her car on the third level of the outdoor parking garage when her ex-boyfriend, identified by police as 32-year-old Joshua Prince, fired one shot from a high-powered rifle at her from the fourth-floor ramp of the garage, police said. She wasn't hit.

A SWAT team was called to the complex.

Prince was believed to have fled the area in a black 2004 Chevy Tahoe with Maryland tags reading 27992M5, according to investigators. They later learned Prince was traveling to Pennsylvania and began negotiating his surrender.

Prince surrendered Tuesday afternoon

Police and Montgomery County Schools locked down Walter Johnson High School and Tilden Middle School for several hours -- with classes continuing as scheduled -- but lifted those restrictions at about 10:30 a.m. Police also allowed residents back into the apartment complex at about the same time.

The Interstate 270 ramp to Rockledge/Old Georgetown was closed while police investigated. The I-270 spur remained open.

Police searched the area with the aid of K-9 units and a helicopter.

Prince did not live with the woman. Police confirmed that he worked at a hospital and had prior military experience.
