Zahoor Ali Khan, 69, was crossing Franconia Road on Nov. 1 when he stopped in the unprotected median to wait for passing traffic. Khan was struck by a westbound vehicle about 10:45 p.m.

    The driver did not stop.

Police believe the striking vehicle was a white full-size van, truck or SUV. They released a surveillance photo of the vehicle Tuesday.
