A Woodbridge man used a mirror on the bottom rack of a shopping cart to look up a woman’s dress at a Walmart Monday afternoon, police said.
The victim noticed a stranger following her, and then he positioned his cart so he could see up her dress in the mirror, police said. Then he allegedly made an inappropriate gesture toward her.
The man did this several times before leaving the store, police said.
Officers arrested 40-year-old Immar Antonio Ramos in the parking lot. He is charged with obscene sexual display and disorderly conduct.
