We reached out to the American Pet Products Association. It tells us:

"... There are no current standards in place (for pet travel harnesses), which is why APPA continues to work to connect our members with the Center for Pet Safety. APPA would prefer not to comment on the study itself, only to say that our organization had the Center for Pet Safety speak at our annual tradeshow in 2013 and our Association members continue to work with them in addressing concerns with pet harnesses and restraints."
