Shortly after 2 a.m. a tanker truck overturned on the Rt. 286 ramp while trying to merge onto I-95 North. Police say that tanker was fully engulfed by the fire. At 5 a.m. the fire was contained enough that Fairfax County firefighters could approach the vehicle.

The driver, 59-year-old Edwin H. Hall, perished in the fire.

The ramp from southbound Rt. 286 to Route 1 was scheduled to open about noon.
