A dump truck went out of control and struck 12 other vehicles on Interstate 95 Tuesday morning after the driver had a medical emergency, according to Virginia State Police.
Five people -- including the dump truck driver, 57-year-old Wilton L. Powell -- were taken to hospitals with non-life-threatening injuries. Two others were treated at the scene.
Police have charged Powell, of Woodbridge, with reckless driving. His dump truck was empty and going about 45 mph at the time of the crashes near Prince William Parkway.
