Montgomery County District Court Commissioner Charged With Taking Upskirt Photo

A Montgomery County commissioner admitted to taking an upskirt video of a woman in his office at the county's detention center, authorities say.

Israel N. Mangroo, 31, a district court commissioner for the county, worked at the detention center's Central Processing Unit (CPU). The victim is a Montgomery County employee assigned to the CPU, according to a charging document.

Prosecutors said Thursday that on Nov. 21, Mangroo allegedly asked the victim to go to his office to clarify something he'd seen on his computer. When she leaned over to look at the monitor, Mangroo moved his cellphone under her skirt, according to the document.

The victim saw a flash or shutter movement from the camera phone, she told authorities.

She said Mangroo then allegedly pulled the cellphone out from under her skirt, turned it off and quickly put it into his pocket, and told her that he had a rip in his jacket.

Mangroo was arrested Nov. 24. He initially denied taking a photo, but later admitted to taking a video, the charging document said. He told police that he'd deleted the video. Police confiscated his photo for analysis.

Prince George's County prosecutors are handling the case so Montgomery County can avoid a conflict of interest, they said.

Mangroo, of Germantown, is charged with visual surveillance with prurient intent and misconduct in office.

He is due to stand trial Jan. 28.
