Howard County police charged a Frederick man with 14 counts of sex offense and child abuse in a case that dates to 1997.
Police announced Thursday that 47-year-old Dean Benner was arrested at his home and is being held without bond.
The alleged victim, now 23, reported that Benner would take him and other boys to his Elkridge home, business or a friend's barn and give them alcohol and drugs, police said. He told police that several times he passed out and awakened to Benner raping him. He said Benner forced him to perform sex acts and threatened him with weapons.
There were about 200 incidents of sexual abuse over seven years, starting when the man was 6, police said. Detectives are investigating whether there were other victims.
