Fairfax County Executive Anthony Griffin unveiled a proposed $6.7 billion budget for 2013.

The proposed plan calls for a 2 percent increase in spending over last year's budget.

The budget also maintains the 2 percent raise for county employees that went into effect last September. The school budget would increase by 4.5 percent.

The average homeowner could see about a $34 increase in property taxes because while the property tax rate would stay the same, sewer and other fees would increase.

Public hearings on the spending plan will begin in April.
