The former director of the D.C. homeland security and emergency management agency was charged with tax fraud.

Millicent West was charged in a criminal information Thursday. That document can only be filed with a defendant's intent and generally signals that a guilty plea is near.

West resigned from her position last year after being referred to in court papers that charged then-D.C. Council member Harry Thomas Jr. with embezzling more than $350,000 in public funds.
