91-Year-Old DC Woman Fined for Trash at Home Where She No Longer Lives

A man is fighting back after his 91-year-old sister who has dementia was fined for littering outside a rowhouse where she no longer lives.

The Washington Post reports the District's Department of Public Works issued Doris Simms a $75 ticket in July after an inspector found five garbage bags in front of her home.

Her brother, Warren Simms, says his sister has been living at a nursing home and couldn't have left the garbage. He plans to make his case at November administrative hearing.

The DPW is no stranger to issuing citations -- regardless of age. This summer, a 2-year-old girl was ticketed over a wayward piece of mail bearing her name.

DPW spokeswoman Zy Richardson says the agency was working with Simms' family to "minimize hardship."
