D.C. Streets Closed for Hours During Standoff With Suspect

Several blocks in Northwest D.C. were closed to traffic for nearly 10 hours Wednesday as police negotiated with a carjacking suspect who barricaded himself in a home. 

The suspect was safely in police custody by 6 p.m., police said.

The closed area of about six blocks was bordered by Military Road NW to the north, 14th Street NW to the east, Montague Street NW to the south and 16th Street NW to the west. The streets were closed when the standoff began about 8:30 a.m.

The Metropolitan Police Department went to a home on the 1400 block of Oglethorpe Street NW Wednesday morning to serve a warrant to Warren Stevenson, 22. He is accused of committing an armed carjacking about 3 a.m. Nov. 12 on the 900 block of Franklin Street NE. 

When officers tried to serve the warrant, Stevenson was armed with a handgun and refused to surrender, police said in an update.

SWAT teams deployed up and down the street, using shields as they edged closer to the home where Stevenson was believed to be holed up. An officer used a loudspeaker to try to get him to surrender. 

"Warren, please talk with me, please. I want to make sure you're OK. I don't want anything to happen to you," he said. "I don't want you to hurt yourself. No one wants to hurt you. Please understand, I can help you if you're willing to talk with me."

Stevenson surrendered about 5:55 p.m. and was charged with armed carjacking, police said.
