DC Man Charged in Death of Man Struck by Car in Northwest

Police arrested a man in the death of a Maryland man struck by a car in Northwest D.C. earlier this month.

Morris Harley, 36, is charged with first-degree murder and has a hearing scheduled for March 1. 

Daniel Olaya, 35, of Bowie died a day after he was struck at 4th and T streets NW early Feb. 5. Investigators quickly determined what looked like a hit-and-run was intentional, police said.

A man on foot got into a loud argument with a man in a car at Anna Cooper Circle in the LeDroit Park neighborhood, police said. Neighbors said the argument was so loud, it woke them up.

Video showed the driver getting out of the car at one point and arguing with the victim, according to court documents. The video also shows the victim crouch down to take a picture of the license plate and walk west on T Street and attempt to cross 4th Street in the crosswalk.

The video shows the driver get back in the car, turn right on northbound 4th Street and cross into the southbound lane to strike the victim, according to court documents.

Police found the picture of the license plate on Olaya's phone, according to court documents. They found the vehicle Feb. 6 at a residence about four blocks away from the scene. It's plates had been switched, but the vehicle identification number was registered to a car with tags matching the victim's picture.

According to court documents, the car was an overdue rental, and the person who had leased it let Harley borrow it.
