A new program designed to help minority boys in city schools doesn't violate federal civil rights laws, according to the District of Columbia's attorney general.
Attorney General Karl Racine released his legal analysis of the program Monday in response to questions raised by a D.C. Council member.
The program would not violate Title IX protections in part because minority boys are a vulnerable population and because the program doesn't deprive girls of equal opportunities, Racine said in a letter to Councilmember Mary Cheh.
City leaders want to spend $20 million to establish an all-boys high school and create a mentorship program aimed at black and Latino boys. Minority boys lag behind the general student population, according to various measures of academic achievement.
