Customs Agents Arrest Child Sex Assault Suspect at Dulles

Customs agents at Dulles International Airport arrested a Maryland man wanted on charges of sexually assaulting a 15-year-old girl.

Justin Ray Dutcher, 25, of Chester, surrendered Monday after returning to the U.S. on a flight from Turkey.

According to the Queen Anne County Sheriff's Department, Dutcher, who owned a martial arts academy, allegedly engaged in a sexual relationship with a girl he met while teaching.

He had been free on bond and scheduled for trial in August.

His lawyer, Daniel Rosendale, said his client panicked and fled the country but quickly reversed course and arranged to return and face charges.

Rosendale expects to arrange a plea in the case, which he says involves a consensual relationship with a girl who was a few months from Maryland's age of consent.
