A local business owner filed a federal lawsuit against Arlington County.

Kim Houghton paid $4,000 for a mural of cartoon dogs and bones on the side of her business -- Wag More Dogs.

Arlington County ordered her to cover it up. Officials said it's illegal advertising for her business.

Today in a press conference, Houghton said the mural does not include her business' name. She said it's just an expression of her passion for dogs and her gift for the dog park it faces.

Houghton has covered the mural with blue tarp. She said users of the dog park are disappointed the artwork is covered up.
