Suspect accused of stealing Metro vehicle for police chase

The D.C. man accused of shooting three people then using a Metro access vehicle to evade police--is now charged with first degree murder.

Robert Carter, 39, was transported from the custody of Prince George's County to Washington, D.C. authorities Friday night. 

Investigators believe Carter is responsible for a violent and bizarre crime spree on Oct. 29. 

It all began that Friday afternoon at a rowhouse in the Brightwood neighborhood of Northwest Washington.  One woman and her two children were found shot in the 500 block of Madison Street N.W. near Missouri Avenue. 

The woman shot was Carter's girlfriend.  She was rushed to a hospital in critical condition after being shot multiple times.  Her son was also injured.  Her 13-year-old daughter, Angel Morse, died from her injuries. 

Police said Carter left the scene and carjacked a gold Toyota Camry. A short time later, police said Carter carjacked a MetroAccess vehicle in the 500 block of Shepard Street.  The MetroAccess driver was forced from the vehicle, but a passenger in her 60s was still in the car when the shooter drove away. 

Police said the passenger was later found in good condition in the 4100 block of New Hampshire Avenue.

Carter was captured by police after crashing the Metro Access vehicle into a building in the 1700 block of Kenilworth Avenue.
