The party may not last as long as previously thought come inauguration week in the nation's capital.  The city council decided to change the emergency legislation allowing businesses to serve alcohol later than normal.

In a 9-4 vote, council members changed the emergency legislation's "last call" to 4 a.m.  That's the same time bars and restaurants have to stop serving on New Year's Eve.

The decision came after numerous complaints from District residents, community leaders, and members of Congress.

Any establishments that want to stay open until 4 a.m. have to register with police.
